The University of Luxembourg Institute for Digital Ethics (ULIDE) is a transdisciplinary research centre located at the Belval Campus. It interweaves academic discourse, political advice and communication with the public. ULIDE's work links Faculties and Interdisciplinary Centres across the University and beyond disciplinary boundaries.
Situated at the intersection of multiple fields, ULIDE explores the complex relationship between technology, society and ethics. It analyses ethical and societal challenges emerging from digitalisation and AI and advises national and international stakeholders on responsible data-driven systems.

The University of Luxembourg Institute for Digital Ethics (ULIDE) is looking for a Project Coordinator for the Competence Hub on Digital Governance in Crisis-Affected Regions, a major five-year initiative funded by the Luxembourg Ministry of Foreign and European Affairs, Defence, Development Cooperation and Foreign Trade, in close coordination with Luxembourg Development Cooperation / LuxDev.

The Hub strengthens ethical, legal and operational governance capacities for digital transformation in humanitarian and crisis-affected contexts. It combines interdisciplinary research, capacity building and practical guidance, and works with international organisations, humanitarian actors, development cooperation stakeholders and partner institutions in fragile or crisis-affected regions.

Reporting to the Head of ULIDE, the successful candidate will have operational responsibility for coordinating the implementation and follow-up of the project. This includes planning, budget follow-up, deliverables, monitoring, evaluation and learning, risk monitoring, reporting and partnership coordination.

The Project Coordinator will act as the central operational interface between ULIDE, LuxDev, the Ministry, University services, research partners and humanitarian stakeholders. The successful candidate will help ensure that project activities are implemented coherently, on time, on budget and in line with project objectives, donor requirements, ethical standards and contractual obligations.

Your role

  • Coordinate the day-to-day operational implementation of the project across ULIDE, LuxDev, University services, international research partners, humanitarian organisations and development cooperation stakeholders
  • Prepare, update and follow up the Project Implementation Plan, annual work plans, timelines, deliverable schedules and internal project management tools
  • Coordinate budget planning, expenditure tracking, financial forecasts, procurement follow-up, financial reporting and audit-related documentation in cooperation with ULIDE's administrative and financial teams, LuxDev and the relevant University services
  • Coordinate monitoring, evaluation and learning processes, including indicator tracking, reporting templates, learning processes and preparation for project reviews
  • Maintain operational risk monitoring processes, including a risk register and mitigation measures for operational, financial, partnership and ethical risks
  • Coordinate deliverables and reporting, including progress reports, financial inputs, meeting documents, minutes and follow-up actions for project governance bodies
  • Develop and maintain a partnership engagement roadmap and support cooperation formats, consultations, co-creation workshops and, where appropriate, Memoranda of Understanding or partnership agreements
  • Coordinate meetings, workshops, conferences, partner visits, field-related activities, visibility measures and dissemination activities
  • Support recruitment, onboarding and integration of researchers and project staff
  • Help ensure that project activities comply with ethical standards, data protection requirements, inclusion principles and responsible research safeguards, including the "do no harm" principle in crisis-affected contexts

Your profile

  • Master's degree in a relevant field such as project management, international development, international relations, public policy, humanitarian studies, political science, social sciences, law, digital governance, public administration or a related area. A PhD in a relevant field is considered an advantage, but is not required
  • At least five years of relevant project coordination and/or project management experience, preferably in an international, academic, public-sector, NGO, humanitarian or development cooperation context
  • Proven experience with donor-funded project implementation, including planning, reporting, financial monitoring, procurement processes and audit-related requirements; experience with MFA, EU, UN or comparable donor frameworks is considered a strong asset
  • Experience with multi-stakeholder and/or multi-country projects, preferably involving partners in crisis-affected regions or development cooperation settings
  • Experience with development cooperation, humanitarian action, international crisis management or work with organisations such as LuxDev, ICRC, OHCHR, UN agencies, NGOs or comparable institutions is considered a strong asset
  • Strong analytical, strategic, organisational, financial and administrative management skills, with the ability to manage complex workstreams, competing deadlines and sensitive institutional relationships
  • Excellent writing skills, including the ability to draft reports, briefs, meeting documents and policy- or practice-oriented documents in clear and precise English
  • High ethical standards and commitment to inclusive, responsible and context-sensitive project implementation
  • Willingness to undertake project-related travel, including to partner institutions, humanitarian or development cooperation contexts, where appropriate
  • Familiarity with digital governance, AI ethics, data protection, human rights, humanitarian innovation or responsible technology deployment is considered an asset
  • Proficiency in English is required. Good working knowledge of French is considered an asset; German, Luxembourgish or additional languages relevant to international cooperation are an advantage
