Our client, an European Institution is looking for a HR analyst for a temporary position starting in January 2022. The candidate needs to speak English and French fluently. This is a full-time position.

The candidate contributes to the development of the policies related to the administration of the local agents in the external offices outside the EU in collaboration with the Employee Relations Division in order to improve the level of service offered by Personnel.
He prepares contracts with local providers in each country where there is an opening of a new office (legal provider, payroll provider, health insurance provider, pension provider) in accordance with the procurement rules and with local law provisions in order to ensure the efficient administration of all HR aspects related to the local agents.
The candidate validates the contracts with the local providers and the hiring contracts in standardised situations. He ensures that the benefits are defined in accordance with local law as provide by the local legal providers and the existing legal framework approved by the Management Committee and local applicable law and regulations.
He maintains the working relationship, checks and approves SLAs and updates the existing providers' contracts when they come to an end.
The candidate takes part in the development, improvement and implementation of IT systems, methodologies and working tools and run them in the most effective and efficient way, in order to improve the administration of external offices and local agents.
He contributes to the mapping and description of processes and procedures and support their optimisation based on colleagues' experience and feedback, in order to continuously improve the framework and the service delivery.
The candidate ensures the design of reporting on external offices and local agents in order to ensure that relevant and accurate information is timely available for decision making.

The candidate has an university degree in Law; Specialisation in Labour Law is highly recommended.
He has at least 3 years of legal professional experience and proven experience in the related areas.
The candidate has legal experience with institutions or states in non-EU countries (host nation agreements, P&Is, local hires etc) obtained in a multinational organisation or company would be an advantage.
He has excellent analytical skills.
He has judgement and decision-making skills.
The candidate has some Knowledge of standard computer applications (Word, Excel, PowerPoint).
He has excellent knowledge of English and good command of French. Knowledge of other EU languages would be an advantage
